Lucy stays very much the same throughout the novel because she doesn't know who she truly is, instead others have to tell her and she lives her life based on those things people say about her. This lack of personal identity is exactly what gave Dracula the ability to control and manipulate her;whereas, he couldn't Mina. As a vampire, Lucy still didn't progress, but she instead went backwards and became an entirely new person.
